Committee on Construction and Rehabilitation

TERMS OF REFERENCE — 2011 TO 2012

Goal — Provide guidance documents to assists engineers and project owners in initiating, performing and completing construction and rehabilitation projects.

1. Update Committee webpage as discussed in the San Diego committee meeting. Work to be completed by Sam Planck and Dan Johnson.



2. The Committee will offer to hold a workshop either at an upcoming Annual Meeting or as a Stand-Alone. The topics of: Outlet Works Rehabilitation (1-day), Ground Improvement (2-day), Drains and Filters Construction (1-day), Construction Risk Assessment (1-day) will be offered to the Board and Technical Program chairpersons. A joint committee with the Embankment Dams committee could do a 2-day Drains and Filters Design and Construction workshop. Work to be lead by Dan Johnson.



3. Complete final review and finalize the document entitled "Guidelines for Responsible Construction Cost Estimating." Work to be completed by the existing sub-committee members under the direction of Dave Paul.



4. Activate the subcommittee under the direction of Tom Brown and prepare a short website paper discussing the issues associated with construction of slurry walls. The context will have a focus on construction of slurry walls associated with levees, both new and for mitigation.



5. Prepare a draft white paper with a topic of Risk Sharing in construction. The subcommittee under Dan Wade will develop an outline and an initial draft by the Annual Meeting, 2012.



6. Prepare a draft white paper with a topic of Coffer Dams in construction. The subcommittee under Del Shannon will develop an outline and an initial draft by the Annual Meeting, 2012.



7. Continue to develop the list of topics for white papers, publications, and web information. As the existing sub-committees complete work, develop new sub-committees for selected topics. Such topics discussed in San Diego include:


• Concrete cooling systems
• Outlet works rehabilitation
• GERCC technique
• Installed anchor performance


8. Summarize the progress of the two sub-committees during the year and present at the meeting in April 2012. Dan Johnson
